I'm testing futher with minisatip and I have noticed that if 2 satip clients are requesting the same DVBC channel, sometime a secondary tuners is used.

Shouldn't it be that whenever a second client tunes into the same channel, the tuner that is already tuned to that channel can be used? Also when a 3rd client connects to the same frequency but another channel with other PID's, the same tuner can be used?

by default they should use the same adapter, but maybe the parameters requested are slightly different (eg 135Mhz vs 136Mhz).
You can check in the logs and if that is not the case, upload the logs.
