Is there a sat-ip user control panel, such as iptv and cccam?
Can I transfer data from one city to another city via the IP?

Yes you can, but you need the server to be reachable. Also make sure you are using TCP.
Other option would be to use minisatip as a server (in the remote location). Then use the satip client from minisatip: ./minisatip -s server_ip
